The question as to whether or not Iraq actually used chemical weapon-loaded Scud missiles during the 1991 Gulf War is still an open one. Further to this, there still remain outstanding questions about the claims that Iraq possessed illegally-retained Scud Missiles in the period prior to the 2003 Invasion of Iraq. There is no complete record to draw upon and no one organisation has ever been seen to have compiled an exhaustive and comprehensive analysis.

5. CHEMICAL WARFARE: AN UNUSUALLY HIGH LEVEL OF ACTIVITY CONTINUES
IN THE SPECIAL STORAGE AND FILLING COMPOUND OF THE SAMARRA CW
RESEARCH, PRODUCTION, AND STORAGE FACILITY. ON 5 JANUARY, TWO OF
THE FIVE STAKE BED TRUCKS (ASSOCIATED WITH THE TRANSFER OF
CHEMICAL
WEAPONS) OBSERVED IN THIS AREA APPEARED TO EACH BE CARRYING WHAT
COULD BE SIX SCUD WARHEAD CANISTERS. HOWEVER, THESE CANISTERS, [
(b)(1) sec 1.3 (a)(4) ] HAD NO BANDS, AND WERE DARKER IN TONE.
THAN WARHEAD CANISTERS OBSERVED AT THE TAJI SCUD SUPPORT FACILITY.
FIVE TRUCKS WERE ALSO OBSERVED IN THE COMPOUND ON 4 JANUARY, BUT
[ (b)(1) sec 1.3(a)(4) ] INDICATES THAT THE POSITION OF EACH
TRUCK HAD CHANGED. THE REMAINING THREE TRUCKS WERE EMPTY. WHILE NO
TRANSFER OF CARGO WAS DISCERNABLE, THE MOVEMENT OF THE TRUCKS
SUGGESTS THAT CHEMICAL MUNITIONS TRANSFER OPERATIONS ARE UNDERWAY.

COMMENT: THE INCREASED LEVEL OF ACTIVITY IN THE SPECIAL STORAGE
AND FILING COMPOUND AT SAMARRA INDICATES THAT SADDAM IS DEPLOYING
CHEMICAL WEAPONS FOR POTENTIAL USE IN THE EVENT OF CONFLICT AFTER
THE 15 JANUARY UN-IMPOSED DEADLINE. THIS AMOUNT OF TRUCK ACTIVITY
HAS NOT BEEN OBSERVED AT SAMARRA SINCE THE IRAQI INVASION OF
KUWAIT. DIA ASSESSES THAT THE ACTIVITY REFLECTS A RECENT
PRODUCTION RUN AT SAMARRA, PROBABLY TO REPLACE OLD, DEPLETED
STOCKS OF IRAQ'S UNSTABLE UNITARY CHEMICAL FILLS. CHEMICAL FILLS
FOR SCUDS AND OTHER WEAPON SYSTEMS ARE LIKELY. IT IS UNKNOWN
WHETHER THE FILLS ARE UNITARY OR BINARY, OR WHAT SPECIFIC
AGENT/AGENTS ARE BEING PRODUCED. CANDIDATE AGENTS INCLUDE THE
NERVE AGENTS SARIN OR GF, POSSIBLY VX, OR THE VESICANT AGENT,
MUSTARD.
IN LATE NOVEMBER AND EARLY DECEMBER, ACTIVITY WAS NOTED
AT THE HABBANIYAH CHEMICAL PRODUCTION FACILITY WHICH PROBABLY
INDICATED PRODUCTION OF PRECURSOR CHEMICALS WHICH WOULD BE USED TO
MANUFACTURE CHEMICAL AGENTS AT SAMARRA. AN UPSURGE OF ACTIVITY AT
THE SAMARRA FACILITY WAS NOTED AFTER 17 DECEMBER.
